Canada Cannot Claim What It Cannot Sustain

Canada’s Arctic problem is not a lack of intent—it is a lack of lift.

The U.S. pause in the Permanent Joint Board on Defence (aka the Ogdensburg Agreement) is not about diplomacy—it is a signal that Canada’s Arctic challenge is operational, and fundamentally one of mobility, sustainment, and logistics design.

Introduction

When Washington paused participation in the Permanent Joint Board on Defense, it did more than suspend a meeting—it signaled growing concern that Canada cannot operationalize Arctic sovereignty at scale. This does not mark a breakdown in NORAD or bilateral defence cooperation. It reflects a shift toward an operational definition of sovereignty: allies increasingly expect Canada not just to claim the Arctic, but to sustain presence within it.

Canada has long asserted its Arctic sovereignty. However, sovereignty that cannot be exercised persistently is notional, not operational. In practical terms, sovereignty in Canada’s northern regions depends on the ability to move personnel, fuel, equipment, and infrastructure across vast distances under extreme conditions. While some northern challenges are political and legal—they are also logistical.

Arctic Sovereignty as a Logistics Problem

Canada’s North remains one of the least integrated logistics environments in the developed world. Communities, radar sites, and infrastructure nodes are separated by immense distances with minimal permanent transportation links. Sealift is seasonal. Ice roads are increasingly unreliable. Runways are limited and weather-constrained.

The result is a system in which presence is episodic, costly, and difficult to sustain. This is not just a defence issue. It affects emergency response, economic development, community resupply, and scientific operations. Without reliable sustainment, persistent presence is not achievable—and without presence, claims of sovereignty can be effectively challenged.

The Limits of Conventional Infrastructure

Calls to simply 'build more roads' underestimate both the scale and complexity of Arctic and Northern terrain. Road and rail construction across muskeg, permafrost, and remote wilderness regions can become prohibitively expensive. Even where construction is technically possible, long-term maintenance costs and environmental impacts may significantly reduce economic viability.

Canada’s North was not built as an integrated network, but as isolated nodes connected intermittently. That reality is not easily reversed. Conventional infrastructure alone will not close the Arctic mobility gap. The implication is clear: alternative approaches are required.

Distributed Defence Requires Distributed Lift

Modern defence concepts emphasize dispersion, resilience, and modular sustainment. These principles are not theoretical in the North—they are necessary. Large, centralized infrastructure is vulnerable, expensive, and often impractical at northern scale.

As NORAD modernization advances, Canada will increasingly require the ability to support distributed operations in austere environments. This raises a central question: how does one sustain operations where traditional infrastructure cannot scale? Without a viable answer, modernization risks outpacing sustainment.

Airships as Infrastructure-Light Logistics

Heavy-lift airships will likely not replace roads or conventional airlift. They offer something different: a credible means of expanding logistics capacity without expanding infrastructure.

Modern hybrid airships could support radar sustainment, remote construction, fuel delivery, disaster response, and community resupply—without relying on runways or roads. Their value is not speed but reach and persistence in places where conventional systems struggle.

More importantly, they function as force multipliers. Today, domestic sustainment in Canada’s North relies on high-demand assets such as C-17 and C-130 aircraft—platforms also required for expeditionary operations in potentially contested airspace. Each northern transport task executed by an alternative platform unburdens those aircraft for higher-priority missions.

The implication is systemic: augmenting domestic logistics capacity does more than solve a regional problem—it expands global operational flexibility and improves readiness. Northern lift is not just about the Arctic.

From Concept to Capability: The Innovation Gap

Recognizing a logistics problem is not the same as solving it. What remains underdeveloped is the pathway to solving it.

Defence Research and Development Canada (DRDC)’s Innovation for Defence Excellence and Security (IDEaS) program exists to bridge that gap by framing operational problems in a way that invites non-traditional solutions. One such challenge currently in development—Re-Thinking Arctic Airlift (RTAA)—approaches the problem as a system requirement rather than a platform purchase.

Canada lacks a persistent, cost-effective means of monitoring and sustaining activity across the Arctic without heavy reliance on fixed infrastructure. Existing platforms remain effective, but they are structurally misaligned with this requirement.

RTAA instead emphasizes outcomes:

  • Reduced infrastructure dependence

  • Increased persistence (time on station)

  • Dual-use applicability

  • Environmental sustainability

  • Integration with northern stakeholders

This framing shifts the discussion from technology to architecture. It acknowledges that sovereignty will not emerge from individual procurements, but from coherent, integrated systems.

Critically, it also opens the door to solutions that generate value beyond defence. A system that supports both sovereignty and economic activity is not just more efficient—it is more sustainable. That is the difference between capability that exists and capability that endures.

Dual-Use Infrastructure and Sovereignty

Defence-only infrastructure does not scale well in the Arctic. Dual-use is not a cost-sharing mechanism—it is really the only viable model for the vast expanses of Canada’s northern regions.

A distributed logistics network based on low-infrastructure-demand vehicles (LID-Vs) must operate as a multi-user system, with the military as a priority user rather than the sole customer. During operations, capacity supports defence. Outside those periods, it serves communities, industry, and national supply chains.

This enables:

  • Community resupply (food, fuel, medical goods)

  • Infrastructure development in remote regions

  • Emergency and disaster response

  • Movement of critical minerals from stranded resource sites

Such a model increases utilization, reduces empty return legs, and improves economic viability. More importantly, it strengthens sovereignty through presence and integration—not just patrols.

The strategic impact is broader than logistics. Reliable access reduces the cost of living in the North, supports domestic resource development, and reduces reliance on foreign investment in critical infrastructure. In effect, mobility becomes an instrument of national policy.

The conclusion is unavoidable: systems that serve both defence and economic purposes offer greater long-term value than single-use solutions. Arctic logistics is not just a military problem—it is a national systems design challenge.

Conclusion

The U.S. pause in the Permanent Joint Board on Defense does not signal a breakdown in relations. It signals concern that Canada’s Arctic posture is not yet operationally sustainable.

The issue is not intent—it is capability. Canada’s current logistics architecture is intermittent, infrastructure-heavy, and constrained in scale. That is insufficient for a sovereignty claim that must be exercised continuously, not episodically.

Incremental improvements will not close this gap. What is required is a shift in approach—toward systems that are distributed, infrastructure-light, and economically integrated. Emerging efforts, such as the forthcoming IDEaS challenge focused on low-infrastructure-demand vehicles (LID-Vs), offer a credible pathway—but only if the problem is framed to enable innovation rather than reinforce legacy solutions.

If sovereignty depends on sustained presence—and sustained presence depends on mobility—then the question is no longer whether Canada must act, but whether it can adapt quickly enough to remain credible.

Sovereignty cannot be asserted intermittently. It must be sustained.

Canada can only claim what it can sustain—and in the Arctic, that will depend on building the lift to match the claim.
